A atenção a saude da criança em Paulinia : um campo de pratica da pediatria social

RESUMO

The study consisted in the analysis of children s health care in the city of Paulínia (SP), understood as an intervention project to reform the teaching, the service and the pediatric practice, in the Social Pediatrics reformist proposals. The children s health care was part of the project of integration of the medical teaching with the health services, developed in Paulínia, during the period of 1970 - 1995, through an agreement between the Municipality, the State Health Office and the State University of Campinas. This project emerged, among others, as a critical alternative of the health and medical teaching intervention system, with the proposal to reformig the teaching and the medical practice. Paulínia was analyzed like a locality where it was built a net, a city that was directed to a discourse and where protagonists intervened daily, taking as principal focus the children s health care. The discourse, which desired to be the Pediatrics critical thought and its reformer practice, is the Social Pediatrics that was born sticking to the medical reform movement. The study included a bibliographical revision of the principal matrices that constitute the reform of the health services and medical teaching organization models. Later, did a historical and bibliographical retrieval of Social Pediatric s field, on children s care and the way of delivering it, through its relations with movements that reform the medical teaching and the health care; and its conceptual framework; bringing up some author s definitions and formulations about the theme. Subsequently, it was worked the information of several documents and oral sources (situated memories) to rebuild a historic line about Paulínia s process as a place of dispute of models of children health intervention, in a reformist stake, with a reconstruction in two movements: one about relations between teaching and service institutions into a stake to reform the both institutional environments, and another that narrate the history of the viewpoint and the time of the protagonists with theirs reports and stories, but not of the organizations. In this way, it was enable to infer about the forms to produce the experience and to delimit an analysis of the own force and possibilities of the actual reformist project, with the true agents that constituted it. The experience of Social Pediatrics, in the fundamental School of Paulínia, shows the familiarity with the dichotomy Medicine-Public Health, that is a dilemma of all health attention models in Brazil
