RESUMO

Tobacco is the highest cause of death, disease and evitable deficiencies in the world. Passive smoking, or second handed, is the third. Such verifications unchained to what today constitutes the International Regime on Tobacco Control. In this context, a description and a historical analysis of the negotiation process of the Framework Convention on Tobacco Control, main instrument of the International Regime on Tobacco Control, was proposed. FCTC is the first international convention entreprised by the World Health Organization and aims to lower the deaths and diseases related to tobacco worldwide. The first chapter of this work deals with some theoretical issues related to the central question of this dissertation. The second chapter analyses the tobaccos economy worldwide, as well as the social, sanitary and economic implications of its control, in a way to make possible a better understanding of the problematic in study. The third chapter historically describes the negotiating process of Framework Convention on Tobacco Control. And, finally, in the last chapter, different issues involved in the studied process are analyzed, specially the dynamic of negotiations, the role played by different actors and the formation of the International Regime of Tobacco Control. In this study, it was identified: the utility of the Complex Interdependence Approach, by Keohane and Nye, to explain the process; the prominent role played by WHO initiator of the process and by Brazil president of the works ; the role played by the NGOs as disseminators of information; and the importance of the regional coalitions, which served as facilitators during the negations, demonstrating that initiatives of cooperation are possible when the theme is tobacco.
