RESUMO

This research proposes to investigate the both agendas of industrial and technology policy put nowadays to peripherical countries, such as, the World Bank agenda and the new-schumpeterian agenda, focusing the vision of both development agendas about industrial and technology policy. The government procurement is the focal point of this dissertation. From the construction of a typology about government procurement, that encompass, besides others, the positions of neoliberal and new-schumpeterian streams about this modality of policy, the objective is to revea1 how public sector can use its purchase power. In the light of the elements showed by the literature, the intention is to make a critical analysis of Petrobras experience, focusing the acquisitions of this public enterprise for its offshore enterprises. The PROMINP, a program created by Federal Government with the intention of stimulating the participation of local suppliers in the investment projects of Petrobras is the case study of this dissertation. The results of this work indicates that the Petrobras procurement policy, its not marked by the newschumpeterian model of government procurement policy, because there are insufficient elements inside this policy that articulate industrial and technology policies
