RESUMO

This dissertation has water as the structuring element and the São Paulo section of the Paraíba do Sul River Basin as the object of study, in order to trace the history of main events in the region in the light of environmental sociology. In this sense, this paper shows that until recently no initiative, legislation or governmental action had been devised to protect the environment in a region that is considerede strategic in the Brazil. This papar seeks to trace the history of events, particularly those related to the Caraguatatuba Power Plant project. The power plant project required the transposition of waters from a reservoir formed by the waters of the Paraibuna and Paraitinga Rivers, which are the main water sources for the Paraíba do Sul River. The Canadian company Light &Power developed the initial power plant design, which became object of much controversy among government authorities, institutions, political maneuvers by the Canadian company. This dissertation seeks to show that the actions of government agencies - as it happened in many other countries - were more decisive in terms of initiatives to promote environment protection in the region than the action of NGOs or other movements involved with the issue.
