RESUMO

The main objective of this dissertation is precisely to stimulate the debate of the urban development, particularly in what it relates to its necessary infrastructure for the distribution of the electric energy, through a regulatory analysis of the alternatives of primary network in the most generic aspects. It will be presenting an implantation chronology of the distribution of energy in urban areas; creating a link betwen the history of the concessionaires in Brazil and the technological models of distribution adopted. Then to show and to divulge the available technologies for distribution with the use of overhead lines comparing costs and benefits. Later to show and to divulge the available technologies for distribution with the use of underground lines comparing costs and benefits. This dissertation intends in a second moment to develop a study of cases of two cities in developed countries and two in Brazil. Then to propose, based in the studied cases, a model of regulation for the sector. Evidently this work is not the first one nor will be the last one that broaches the impacts of the diverse technologies of distribution. But it has only the pretension to foment the divulgation and the debate, through the proposition of a regulatory model that better disciplines the practicals of the sector, questioning more security, economy and environment preservation.
