RESUMO

This dissertation approaches the social institution âmarketâ, analyzing in particular the sector of cleanness products. It explains how the reality of this market was constructed through the times, focusing in the situation of the phenomenon in the contemporary Brazil, where the supply is configured through the dispute between the formal manufacturers and the clandestine manufacturers. In Brazil, the state agency responsible for the regulation of the cleanness market is the AgÃncia Nacional de VigilÃncia SanitÃria (ANVISA), so that the demand is made by products of good quality, capable to carry through the function of hygiene, considering that the sanitary monitoring is another important social construction. It is through the Institutional Theory, of the New Institutional Economy - NIE, of the Theory of the Economic Regulation and the Theory of the Main-agent that it is analyzed the empirical situation of the market of cleanness products, trying to answer if the state agency has acted in an efficient way to reduce the imperfections in this market. The research adopted a generic qualitative abordage and it was accomplished utilizing a semi-structuralized questionnaire, interviewing individuals that act in the cleanness products market in the Metropolitan Region of Recife - RMR. At the end, it proposes a change in the administrative structure of the ANVISA, regarding the achievement of more effectiveness in the reduction of the asymmetry of information between manufacturers and consumers
