RESUMO

The aim of this work is to discuss the actual role played by Public and Para Public institutions (SEBRAE, State and Municipal secretaries, national agencies, departments, public universities, etc.) when supporting interorganizational networks. In order to reach this objective, an empirical research was carried out so that concrete evidences of the management of the networks in Brazil could be analyzed. The research was based upon a panel composed by six cooperation networks programs developed in five states of Brazil and 24 networks (21 built and supported by the programs mentioned above and three spontaneous networks developed without external support). From this panel, a general vision of the Public and Para Public network programs involving small firms was built and the main features and results of the cooperation networks developed by these programs were highlighted. It is argued that the networks allow the agencies to obtain scale economies. However, instead of supporting firms to increase and develop capabilities, as it was expected, the politics are marked by financial assistance. Moreover, the learning processes lack a clear focus, not only in the network themselves, but also in the supporting agencies when performing activities associated with the support to the cooperation networks. Aiming at identifying the inhibitor aspects of a more effective actuation, it was presented possible justifications and aspects that bound a better performance of these organizations.
