RESUMO

Climate change for green house gases (GHG) concentration, which emissions have ultimately been incremented into the atmosphere, is one of the main issues focusing the Brazilian energetic politics development. Considering the global character of the GHG problem, it is particularly important to mitigate C O IND. 2 emissions because it is responsible for almost 50% of the anthropogenic concentrated gases in the air. Actually, there is a vast tendency to impose taxes on fossil fuel use as a measure to mitigate C O IND. 2 emissions. Several ways of setting those taxes is discussed in all around the world, specially in developed countries. The main purpose of the tax would be pollution abatement and assuring an acceptable state for the environrnent. Thus, the main objective of the study is to evaluate the macroeconomic impacts of economic instmments application as a C O IND. 2 mitigation option in Brazil. Enough levels of an "eco-tax" is supposed to be imposed to curtail significantly C O IND. 2 emissions related to fossil fuel burning, necessary for economics system operation. A long mn economic growth model (LREGM) is presented as a methodology to evaluate those impacts. The LREGM calculates the economic growth represented by GDP in case of imposing three different taxes to energy-relating-emissions: US$ 20, 30, and 50/toe. The evaluation is made over four different scenarios where the Brazilian economy is supposed to growth at O,2, 4 and 5%. The results are compared with the business-as-usual scenario. Thus, the Brazilian economic growth would seriously be affect by the application of an eco-tax. For example, the imposition of US$ 30/toe, at 2% economic growth scenario, would mitigate C O IND. 2 emissions in 26% reducing at the same time GDP growth in 1%
