Cadeias inovativas, redes de inovação e a dinamica tecnologica da citricultura no Estado de São Paulo

RESUMO
This Dissertartion undertakes a characterization of research institutional arrangements established in the citriculture agri-chain in Sao Paulo State, through an analysis of the process which established a new technical basis to the production of citrus nursery trees, in order to prevent the negative effects from Citrus Variegated Chlorosis in Sao Paulo s orchards. The concepts of innovative chain and innovative network are proposed, arguing that their are able to be used simultaneously to the concept of agri-food chain, seting up relevant elements to the understanding of innovative s citriculture dynamics, emphasizing agents, relationships and organizational patterns settled among these entities. The Dissertation is organized in two parts. The first one is composed by three chapters. It presents the most useful concepts proposed to deal with technical progress on agricultural studies. Moreover, the concepts of innovative chain and innovative nerwork are discussed, along with their theoretical bases, the Evolutionary Economics and the New lnstitutional Economics. The second part, composed by two chapters, consists in an experimental application of these concepts in the characterization of the citriculture s technical dynamics in Sao Paulo State and to analyse institutional arrangements related to this issue. The work conc1udes that the concepts of innovative chain and innovative network are useful to deal with the technical dynamic of citriculture and its sanitary status. It is believed that the degree of coordination of the system contributes to the identification of problems and the establishment of institutional arrangements related to its resolution. The Govemment has a noteworthy position in the citriculture s technical dynamics, through its role on financing and executing researches, raising virtuous results on the generation of innovations and reduction of transaction costs
