RESUMO

This research aims at understanding the implementation process of the project Sua Nota é um Show de Solidariedade by the State Government of Bahia, which seeks to analyze conflicts and opportunities among the governmental actors involved. The analysis builds on the historical, political and economic context that laid the basis of the new global economic order that encouraged the creation of tax awareness programmes in developing countries such as Brazil, in order to understand how the relations of power within the public burocratic administration take place. The premise is that the difference in visibility of the Project results is a factor that may cause embarrassment to the governmental sectors, and that there is a direct relation between the commitment of the various secretariats and what the resources of the Project represent in its budget. The case study strategy was adopted, including interviews with key resource people from the four Secretariats participating in the Project, in addition to document analysis and the participatory observation technique. The results revealed that the different levels of power among the partners is an obstacle to the integration of the actors involved, and therefore enhances the conflicts of power inherent to the nature of the public administration. It is possible to conclude that the intersectoriality in the scope of the government, albeit welcome, brings together different interests into one same environment, which does give rise to opportunities, but to conflicts of power as well.
