RESUMO

The market of petroleum products in Brasil changed a lot in the 90s with price liberalization and opening of the sector to imports. The transition of the sector of liquefied petroleum gas (LPG) to a free market regime ended by January, 2002. The players of this market, who were used to strong state intervention, started to deal with a new scenario where movements like mergers and acquisitions are the norm. Regarding the market of LPG distribution, there are a few firms which have large market shares. Furthermore, the strong presence of the state-owned company, Petrobras, in all links of the productive chain brings a lot of uncertainty to the private players. This work addresses the joint market power of the firms that operate in the distribution of LPG in Brazil, since the beginning of this process of market opening to competition by January, 2002 up to January, 2007. I address, in particular, the effect of the acquisition of Liquigás by Petrobras in August, 2004. This operation deepened vertical integration in this segment. Based in the literature of the New Empirical Industrial Organization (NEIO), the behavior of the players in the market of LPG distribution is tested, mainly concerning the possibility of a cartelized conduct, using two versions of econometric modelling: static and dynamic.
