RESUMO

The work emerges from a context of low involvement of society in decisions related to energy public policies either in state or national range, involving sustainable environmental development. For addressing such problems (1) Brazilian energy management model is detailed. (2) Participative public policies decision making process is featured, (3) An analysis is carried out for checking as whether the current Energy Management in Brazil and Santa Catarina models feature any instruments allowing for citizen participation in public policies making, (4) A illustrative case is presented about Lages/SC-Tractebel power plant to verify the participation of the citizens in relation to the actions of public interest, and finally, (5) proposals involving chances for future studies. This academic study is justified by theoretical, economic and social importance of participative management concept. The research aims "to verify if the Model of Energy Management implemented based on sustainable environmental development approach is synergic with participative policies making process. Methodological procedures were document analysis and a study case with semi-directed interviews run through content analysis data handling in the research defined categories. The study revealed that despite increasing awareness for the need of larger citizen participation in law making debate and even into formal government speech, communities direct participation in public policies implementation and into its management model, especially involving collective goods (like into the energy sector) has to be much more organized either for public interest or for Administration efficiency in its three different realms: federal, state and municipal
