RESUMO

The phenomenon of policy diffusion is growing the attention of many political scientists, specially, in the public policy field. Perhaps one of the major examples of this phenomenon is the diffusion of pension reform in Latin America. Part of the literature about pension reform focuses on rational learning processes to explain his dimension and an alternative branch emphasizes the imitation process, but without taking in consideration the role of legitimacy as an important dimension in this process. Thus, in this work we propose to take the institutions as independent variable and attempt to introduce the sociological institutionalism in the public policy analysis. We support that pension reform in Latin America was driven by the adoption of a âMyth of Privatizationâ that has generate the Institutional Isomorfism in a process that make organizations more similar without necessarily making them more efficient
