RESUMO

This dissertation of description-descriptive characteristic will make a survey of the enterprises of the electrical system in Brazil, having verified the application of the principles northward and elements central offices of one energy politics with development supported for the social inclusion of several agricultural communities. In this direction, the electrification politics will be the focus of this work, that will look, through an essayist form, to make analysis about the political history of agricultural electrification in Brazil, to verify the acquisition and the challenges of Brazilians questions energy, to make allusions about possible repercussions of the enterprise in its entering, as well as being of course a national reference for future programs same types. It fits to also strengthen that it is not possible to understand the question of the public politics of electrification, without making the necessary vases sociological, anthropologic and of management politics, a look come back to the diverse programs of government to the light of a historical contextualization. This new rank, referring questions to the agricultural ones, isolated communities, racial equality, urbanization, environment and other implications, here will be received, the least sceneries, converting them into the same support for the agreement of the justifications, methods and techniques of the public politics destined to the agricultural communities. To notice it that Brazil is prodigal in programs and projects directed toward electrification politics, however with some duplicities of action, inevitable and consequent wastefulnessâ of financial and human resources. Equally the absence of a really concentration structure of those actions will be perceived that would aim at concrete aiming of these programs and would prevent unnecessary overlapping in the different pursuing of the public sectors. In this revisitaÃÃo of the public politics, this study it will have as central focus, the program âLight for Allâ, inspirer of the program for the energy development of the States and Cities, PRODEEM, of the Ministry of Mines and Energy. The criteria and lines adopted for the eligibility of the electrical system, many times in detriment of the photovoltaic solar energy or other less impactantes alternative power plants will be focused, as the biomass. It stews it of conclusion, will be presented varied and concrete suggestions that objectify to the perfection of these same politics.
