International cooperation between European organisations and Socio-environmental projects in Brazil : A study of context, issues and successful pathways

RESUMO
The purpose of this research was to improve the effectiveness of future Brazilian socio-environmental projects which engaged in International Cooperation with European organisations, by trying to understand the processes of cooperation and by identifying factors which contribute to successful partnerships and factors which represented difficulties. The objectives of the research were explored using a qualitative approach. The research was divided into three phases linked by cycles of interpretation which constructed the answers for the research questions. The three phases included: 1) Literature review and survey of projects in partnership; 2) Data collection in Brazil and Europe, involving interviews, discussions, observations and documents; 3) Data analysis using a software. The results of the research included: 1) Classifications of projects, organisations running the projects and European organisations cooperating with them. 2) Knowledge about socio-environmental projects in Brazil, including characteristics, external and internal constraints, needs and strategies applied in partner search. 3) Knowledge about European organisations that cooperate with socio-environmental projects in Brazil, including the interests that motivate them to cooperate; the strategies and criteria used to identify partners, as well as requirements and conditions to maintain them; aspects of decision making; and internal and external constraints. 4) Discussion of conceptual aspects such as environment, sustainable development, international cooperation, globalisation and environmental education. 5) Knowledge about issues and lessons learned in the field of international cooperation in socio-environmental projects, focusing in the understanding of constraints faced by partners in cooperation and in the relationship between them. The conclusion presented a synthesis of the main elements contributing to successful experiences, drawn from the analysis of both issues identified and lessons learned. The study also offered several inputs for further research in the field of international cooperation between Southern projects and Northern organisations.
