RESUMO

The electrical energy service has become essential for our society. This service is used to develop our economy and to improve quality of life. As consequence, our society has been demanding higher levels of quality of service. In Brazil, the regulatory agency ANEEL (National Government Agency for Electricity) is the entity responsible to define the targets related to the quality of service for the utilities. These targets are evaluated through indices, namely DIC (duration of interruption in each consumer unit) and FIC (frequency of interruption in each consumer unit). This dissertation presents the development of a methodology that supports the preventive maintenance of equipments in order to improve these indices. For this accomplishment, the utility equipment is ranked according to its risk of failure using specific rules. These rules were developed by utilizing Fuzzy Logic and FMEA (Failure Mode and Effects Analysis) concepts. The proposed approach was validated using a database provided by a Brazilian utility. In addition, cross-validation and comparative analyses with the traditional FMEA methodology were performed. The results pointed out that the proposed approach improves the traditional FMEA methodology and its feasibility for any electrical energy distribution utility.
