RESUMO

The present work is concentrated in the problematic of the fight against poverty and social exclusion, the biggest phenomenons of Portuguese society, focusing ways to administer or surpass them, into the scheme of social relations in a particular territory. The route reconstructs the biographic trajectories trying to understand what influences are at stake in the processes that guide, support or surpass poverty. With such finality, our research tries to disclose the potentialities and the limits of individual and collective strategies of the subjects when crossing the programs and the practice of public and private organizations that operate inside the territory. The methodological orientation made a choice for proximity with the community of life and adopted a comprehensive approach with individuals insert in their national social chains. The territory where this study was developed is the scene of intense sociable practices that are articulated toward processes of inter-institutional partnerships between public and private organizations having in mind the social protection of the inhabitants. In that scenery, where a multiplicity of answers are crossing over the social action dominion, minimal income, professional formation and employment, and cultural reinforcement actions, the public organizations and their professional agents are developing bureaucratic practices, dispersive and fragmented, where the mechanisms of supervision and control substitute the intervention on the emancipation in perspective and in the families autonomy, on social chains and communities. In such tableau, the stigmatization already suffered by the excluded groups is reinforced by those processes that reiterate the discrimination. The state organizations involved in the programs and in actions directed to the territory remain aloof regarding the population, showing difficulties to adapt their objectives and answers to the residents needs and cultural characteristics. On the other side, local associations closely linked to the community adopted participate strategies that result in higher accessibility to the rights and the usufruct of social services. Under that complex and contradictory reality the dilemma is thrown back in the dependency of the State by the local associations leaving opened a possibility of continuity or not of actions and projects
