RESUMO

This is an avaliative and applied research. Particularly it is focused on the atual challenges of the contemporary Brazil The administration of the city and its relationship with employment . It is about, Londrina, a city located at the north of Paraná, it s a regional metropolitan pole of about 490 thousand habitants. Londrina has one of the highest scores on the 2006 UN Human Development Index report of the Parana State, but still presents a high population index of low income. It is characterized by a socioeconomic city desarticulation, unemployment and environmental degradation. The central objective of the research is to discuss and to evaluate on how the local city council project Anel do Emprego may help on regional development, focusing on employment. The theoretic reference makes a review on the concepts of regional and integrated development. On the methodology we have studied interdisciplinarity and the interdependence relationships within a complex system . We also discussed the articulation of the elements: (1) democratic participation; (2) deprived partnership public; 3) land use flexibility and land use; 4) capacity of innovation; (5) urban mobility; which was identified on the project Anel do Emprego in order to form a complex system. Relation of interdependence were studied between public and private partnership / land use flexibility and land use and urban mobility within areas that are characterized by its environmental sensibility. Thematic maps were made as a evaluation tool by geoprocessing and crossing infra-structure data basis/land use and employment. Finally, it identifies companies that are irregular with it says at the actual land use zonning. Problem with infrastructure were identified. The potential of urban mobility and land use flexibility were studied as a focus of attention for future productive activities. One of the main results were that we could to demonstrate that a local action could be integrated with a global one, towards regional development. The following steps of this research could point out for the study of the capacity for innovation, as one of ways for new employment places and regional development
