O resgate histórico da Secretaria Municipal de Trabalho e Ação Social do município de Uberlândia no período 1979 a 1982

RESUMO

The following work emphasizes the Municipal Secretary of Social Action and Health, of its beginning, in 1979, from the analysis of its source in the politic context and the interferences of the National Conjuncture. It locus the comprehension of the moment of its appearance, taken by the historical ransom of the firsts investments on social amendment, through the programs and projects of the welfare state, releasing its actors as collaborators in the politic-administrative circuit and in the technical operational assessoring. The results of the research are part of the systematization proceeding from informations of documental, bibliographical fronts and from the observation, which allowed to identify the principal questions which the municipal government mobilizes itself to create the Secretary of Social Action and Health, the articulations with the financial organs of the social programs and projects of the state and federal level, such as with the supports institutions of technical and operational assistance. Settled in the investigation that analyzes the mediating factors in this first initiative to the appearance of Secretary, specially its actors, and the meaning of these processes
