RESUMO

The central objective of this dissertation sees if HR is part of the drafting process of strategic planning (SP) in the companies. For this reason, the study was structured in the search for understanding of the drafting process of strategic planning (SP); in the comprehension of the importance of creating competitive advantage and how to create it from the SP; analysis of the historical perspective of the function of HR in organizations; the study of policies and practices of people management who are aligned to each phase of strategic planning; the definition of an extract of the brazilian pharmaceutical companies for application of quantitative survey and, after that, the analysis, and finally, explain some conclusions. The final findings show that the area of human resources is not an active participant in the process of drawing up the strategic planning (SP), despite the literature indicates that HR has an important role in this process. There was, despite this finding, the company that most stood out in the statement set for the implementation of the research, had the best indicators for the survey (more favorable perception of the participation of human resources for the development of strategic planning and the use of policies and practices of people management in all phases and more collective style of construction of SP), the return on investment and the largest market share. I cant say that these issues are directly related to each other, but I can say that there is the possibility that each of them has any influence over the other and that all of them can explain the success of this organization to the detriment of others
