RESUMO

Opposing to the established SUS idea, the investigation studies an instituting SUS, the establishment of new management ways and care organization. It is about a study case, innovations in management processes and in the construction of the care network in Viamão, Jóia and Catuípe cities, RS, which was studied between 1999 and 2002. It was observed the criation, which was called innovations: the constitution of a collegiate management (Viamão) and the construction of new care network configurations to the health (Catuípe and Jóia). They are different places and processes, but they have a common characteristic a kind of desobedience to the established, in defense of the local reality valorization. The investigation makes up these experiences, the context that they were proposed and the action of several social actors in support and maintenance of these experiences or in their opposition. The investigation shows the importance to consider the complexity of each place when we think about the production of management models and it discusses the potenciality of these experiences to the construction of a care network to the health based on the local autonomy increase and in the maintenance of commitment with SUS principles and lines, to belong to the network. It treats a discussion about the local government, implicated with management production process and caring in the health field
