RESUMO

This dissertation aims at an understanding of the values of the political culture and the participation patterns developed within a historically traditional region of Bahia - the Recôncavo Baiano. It is a vast and fertile coastal region of the state of Bahia and it has two important towns: Cachoeira and São Félix. The dissertation takes into account the theoretical debate regarding the meanings of politics in contemporary society from the point of view of political participation, collective memory and social recognition. The research was designed to figure out how modern democratic processes are impelled by globalization and its levels of political and cultural expressions and how they influence local communities by mobilizing values and innovative participatory practices, displaying experiences that transcend the local and regional context, which are embedded by the national and the international scales of political culture and social practices. The research is grounded on a qualitative analysis based on archives and documents as well as on twentytwo interviews applied within three specific groups of actors in these two cities: a) political actors; b) economic actors and c) members of associations and culture-based organizations.The concluding analysis is that the local/ traditional political culture is mingled with advanced contemporary values and practices which, on the whole, allow for a slow but persistent pattern of changes in the region.
