RESUMO

This work aims to analyze the dynamics of protectionist economic policy in emerging markets based on analyses of two cases: Brazil and India. By utilizing comparative analyses, the work proposes to evaluate the various causal variables that influence the application of commercial defense measures in the sample countries. Institutional, political and historical aspects will be considered, with the intent of building a broad analytical model for the commercial defense phenomenon. Among the analyzed variables, the process of commercial liberalization presents itself as the most relevant, since theoretical and empirical analyses both suggest that groups exposed to international competition seek state protection of its former privileged markets.
