RESUMO

The research aims to study the proposal focusing on rehabilitation called "Projeto ARCO", developed from the precepts of community-based rehabilitation (CBR) and inserted in a program to combat social exclusion of the Santo André district, called "Santo André Mais Igual (SAMI)". The study objectives were to describe the practice s structural elements, know the meaning assigned by its members to their participation and to identify the members perception regarding the disability. A qualitative case study from desk research, semi-structured interviews, participant observation and focus group was developed. Among the results, it was stressed that the strategy of territorial focus and format of the team of technical and nontechnical issues facilitated the approximation of the population assisted by experienced and rethink perceptions about disability, rehabilitation and the role of coach in that context. Such a format characterized the proposal as ethics based on the value of elements in the universe of affection, which approached both the team and the participating as citizens. The proposed activities did not direct into an awareness of disability issues, mediating the emergence of criticism about the issue and the roles of people in this network from their own experiences. The perceptions about disability proved to be different, but connected with elements experienced in daily life, with or without disabilities. The perceptions on participation in the tender care also showed different among themselves, but fundamentally related to the ownership of the possibility of exchange. The proposal, in short, shown to be composed by structural elements which were characterized by openness to questions which emerged from the action itself, re-elaborating continually. It is considered that the study has contributed to the understanding of several issues that make a practical proposal to focus on rehabilitation, which can provide elements for discussion of other proposals that address the same subject or to use the territorial approach
