Quando a terceirização não funciona: a primeirização das atividades de manutenção industrial na Caraíba Metais.

RESUMO

Due to the changes in the economy of the world and of Brazil, companies sought for new strategies in order to keep operating competitively. Outsourcing appeared as an alternative for the companies.By decentralizing the activities, the outsourcing process sought reduction of costs, focus in its output and raise of productivity. If initially only secondary activities were outsourced, with time this practice had expanding for several other areas, including the ones related to the output of the company, such as maintenance. Using the outsourcing, the theories of Transaction Costs Economics, isomorphism organizational and management fashionism as a reference, this essay analyses the outsourcing of the maintenance activities and the existing contract models. As this is case study, the outsourcing process of Caraíba Metais has been evaluated. At this company many activities are outsourced, however in 2004 a process of vertical (re)integration of some of these activities was initiated, which demonstrates a sign of dissatisfaction in the practice of the outsourcing process in this company. In addition, the recoil from the outsourcing of the maintenance activities was also analyzed and compared with the implementation of the outsourcing process. The study of (re)integration of the industrial maintenance activities was initiated with the presentation of the maintenance roll in the production process and of its impact in the transaction costs. The empirical study came into the conclusions that the failure of the outsourcing process was caused by the lack of planning, the search by the immediate reduction of cost only, the high transaction costs and the inadequate contract models adopted. The results also indicate that in the recoil from the outsourcing, the search for a short term profit can be inducing the company to mistakes; similar to the ones previously occurred.
