Seca, sertÃo e Ãxito: a experiencia em Monteiro/PB de 1998 a 2000

RESUMO

The aim of this paper was to study the relation between The State and the Society by the Public Policy Model of Management from the Brazilian Federal Program Against the Drought Effects, from 1998 to 2000. The focus was the County Board for Emergency Programs from Monteiro, in the Paraiba State. This management model with popular participation has been broadly discusses, specially in the 80Âs and 90Âs, as a new way of State x Society relationship. In Monteiro one can assume that mayor profile, as well as local organization level, was responsible for the program success in that municipality. To verify this hypothesis, the process of formation and operation of the local commission was analyzed, enlightening the performance of the main social actors involved. The findings points out that traditional management forms are present yet, in spite of Monteiro has achieved high levels of success in the program
