RESUMO

In a context of changes in the brazilian public administration, the human resources area becomes essential because it can improve the changes proposed since the 1990s, when the country imported the concepts of Gerential Public Administration. One in the most important areas in this context is the training of public employees. We made a case study in the Municipal Adjunt Department of Human Resources of The Local Government of Belo Horizonte - MG to analyze the Training Program of the New Employees adopted by this institution, trying to identify the elements of the integrated management and of the strategic management in that program. A field study was made with a documental research, non-participant research, interview and questionary. To obtain more confiability results was made a triangulation of the facts, using qualitative and quantitative approaches. For the qualitative analysis was used the content analysis technique, with the Theory of Multiple Papers yo analyze the strategic management, and also with the principles of the integrated management. The quantitative analysis of the facts was made with frequency and correlation. Was verified that the program of capacitation of the new employees has elements of integrated management in its structure and implementation, but it isnt structured with elements of strategic management. We believe that the Local Government of Belo Horizonte is walking to a gerential model in the conduction of its Human Resources politics but the political structure of the Brazilian public administration sometimes difficults effective or realistic actions.
