RESUMO

The television represents, while mass media, the incorporation of all the communication techniques developed in the modernity, what ends up in distinguishing it from the other communication means. Its insertion in the societies brings about deep transformations, which reproduce themselves in all the life scopes of the individuals. This dissertation tries to explain how the introduction of a consumer good as television took place, in a peripherical society like the one from Ceará, in 1960, through "TV Ceará", having as a backdrop its accomplishment as a mean of mass communication in the country. Thus, the elaboration of a reflection about the implantation, development and consolidation of the Brazilian television was necessary, a period that goes from the 50 s to the 70 s, then resulting in an understanding of the distinct character of the appearing and expansion of the cultural industry in the country different1y from that one found in the developed capitalist societies. This procedure, allowed us to study the case from Ceará, where we understand the particularity of its cultural modernization process. In order to reach this result, we started from the following basic hypothesis: the creation of "TV Ceará" represented a consolidation moment of the market of mass cultural goods in Ceará
